Herein lies the opportunity!

A majority in small and large businesses say, ‘We recognize a policy is needed but don’t have one’. The same majority says, ‘We monitor but don’t respond externally’.

The point? They all realize the importance of social media engagement and have even gone to the extent of using (perhaps) one of the better, paid tools to monitor. But alas, they do not have a policy and as a result, don’t do anything after the monitoring. That simply means…a lot of convincing left to do. And, a lot of hands-on work left to achieve. Good, bring it on!
